Sculpting fine/wavy hair

How to convert or sculpt a miniature? How to make a decent base or even a full diorama?!

Hiya guys, am working on my gd project and am not far from finishing the sculpting but am really struggling to sculpt realistic wind swept hair.

This is the type of effect am lookin to recreate

here is my best practise effort so far, am not unhappy with how it looks but i think it lacks the realism that extra volume and movement would give it

I think that best way is sculpt it as separated parts ( hair lines in soft triangel of greenstuff ) and later glue it to head and form waves - It is fast way of sculpting hair - I made this one in this way:
