Iron Wind is good, Reaper is good, for casting. Sculptors...find a sculptor who's style you like and contact them. Most have a website or I know most of them and how to reach them and would be happy to send a message along to them if need be. Sculpting is usually around $400USD depending on the artist. To purchase a line...simply find out who owns it or is showing it and email them about wanting to make an offer on the molds and right to produce and sell! Get a lawyer. Jump in! Ummmm, but research first! Try to have an angle on minis that makes you unique. Know something about business and retailing on the net. Love minis and don't expect to make much money. There! My knowledge in a nutshell.

regarding buying discontinued lines - I read some discussions today about Demonworld line of minis, which is OOP since 2006. Demonworld was a Germans fantasy game using minis in 15mm scale.
Number of individual sculpts on that line (units had few different poses in them) was estimated to 1000-1500. This line is now being sold for ca. 40 000 euros.
I'm not sure what exactly you'd get for that value. I believe copyrights, moulds and masters.

especially that Demonworld sculpts were regarded as one of the best in that scale. No wonder, apparently most (all?) of minis had been sculpted by Herr Klocke himself
