For the Lords of the Rings:

Boromir at the previous page has the size like Joker, so my guess is 70mm for LotR minis too.

But a hobbit at a 70mm scale will be of the size of a 54mm

You know that it's not the size that matters

What I was saying is that for a Hobbit at a 70mm scale, it'll prolly end looking like the size of a 54mm one. Dunno if it's clearer now
