It's weird cause those are the ones that are already available in the building. Unless those can be seen as an additionnal floor if you want to go higher than three floors (ground floor, 1st and second floor), plus on this kit, the walls are missing

Yep, their point is to allow people to add variation in size and not only use 3 floors ones.

Their point is to use a wall set from a 3 floor kit and add a floor to it, not selling a full floor... So with 2 building set + a floor set you can build a 4 floor building and 2 one floor ones and so on...
