The spider webs aren´t a big deal. Just cotten fibres, that were painted with a mix of water, gloss varnish and some pigments. You could pull the fibres and make something like a carpet of it . Than paint it with the mix on a clear underground.
When it´s dried out you can place it on the base or whereever you want to place it.
