Is it smooth? I dont know. I think so. On photo its looked like there is some sand on Space Marine's shoulder. But in real it isn't. Mayby its look like that because my camera and my headphone its the same thing right now I really dont know how to make good photos. My blue paint could be litlle to dry. Mayby because of that it dont look very smooth.

Normally, I paint with black basecoat. I paint only seweral minis with white basecoat.

I know what you want to say, because in the time i was painting that mini it was litlle diferent like others for me. Could say i feel that

start new mini. white base.
thin you paints now. few layers to achieve nice, smooth, even coverage. wait for each layer to dry.
compare two minis.

check what is the real problem.

was your paint too thin? it might be the case - you used many thin layers to cover the model, but the paint was so dilluted that it didn't stick to the model well enough. it looks like rubbing off from the model. if it's the case, use a bit thicker paint and cover the model properly.

if you had metal particles in the paint - you need to wash your brush better. first get yourself separate glasses of water for painting metallics and non-metallics. if you can - get separate brushes too. get yourself a bit of soap to wash your brush with.

if it was roughness of the miniature, it's strange because your model was plastic. plastic = smooth. so maybe your primer made it so rough? what primer did you use? how did you apply it?

remember - the less effort you put in the exercise, the worse your progress will be. you wanted to be a pro, but first you need to be a "properly prepared amateur". to me it looks that you didn't put much effort into this one. sorry to say it. we put effort in commenting and helping you, but you don't even pay enopugh attention to paint the feet of the model well. see the soles of his shoes? I can see white primer there....

before moving to the next step you need to complete the current one.
