Nope, it's done by the owner of PP. Or at least the big boss of PP; Matt Wilson.

Hm, the Artwork looks nice, but something strikes my eye immediately: It's called "Hordes - Primal". That hints they will be using the same system as they used in WM, which now already contains 3 rulebooks and 4 no quarters, which makes this system so expensive, where it advertises with cheapness.

All the rules needed for hordes are contained in that book. So you don't need any warmachine book :) And yes the rules are basically the same as with WM, which is why these two games are compatible. (PP keeps all it's games in one universe.) There are some bigger differences: damage grids, fury, a beast that goes beserk etc. All explained in the book.
And the released no quarters only contained info about hordes, not the rules so it's not as expensive as you think it will be :p

Actually, you don't have to buy a single book to play Warmachine or Hordes. Both games have the quick-start rules available for free on the Privateer Press website, which has most all the rules you need to play. 95% of the rules for a model are included on the card for the model, which you get in the blister or box.

Now, anybody looking to get into the game big time should certainly invest in Prime (or Primal for Hordes), as it has the full rules, with examples and diagrams and such. After that, there is really nothing to force you to pick up new books, because all the rules for the new models come out on the cards. So, it is cheaper. Unless you are the kind of person that wants to get everything. In which case, of course it gets pricey. :D

But yes, word is they do plan on using the same general book structure. Primal will have the main rules, so we can guess at two more books in the next couple of years (keep in mind, these books are probably going to be put out a year apart). Also, No Quarter supports all Privateer Press products, not just Warmachine. Hordes, Iron Kingdoms Miniatures, and Iron Kingdoms RPG content is included as well.

No other game on the market right now can advertise that somebody can start playing officially sanctioned games after spending $40 (which you can with a Warmachine Battle Box). A price which hasn't changed since it was introduced (and never will change, according to Privateer Press). Sounds like a deal to me!

new everblight thing..

I don't like this one. And besides the battlebox, the everblight models are the weakest from hordes.
