I don't know what you use as "washing liquid", but for plastic minis so far the best is break oil. At least for me. You have to check though, that you remove every little drop before start painting, otherwise the paint will chip off.

ON: I screwed my Spectre painting, so I put it aside and started a Black Paladin instead. So far I'm satisfied with it
