I have one small question. How to paint OIL??
In Polish Golden Demon

I don't think so...
I would use Smoke (from Tamiya or Vallejo) to paint oil - it has just the right colors and looks greasy

In the Vallejo Train Color set their is a color called Oil that would work well. Thin it down just a bit and it will dry with a shinny slick finish. The set is made to weather trains. Good stuff.

indeed
they were separate entry though, so that's rather a coincidence
IIRC, someone said that the painter had not been able to finish his entry before the contest, so he entered what he got in the open or diorama category.
