So many to choose from, so I just went with the first one that came to mind:

Candidate #5: Varathar, Dark Guardian [Andrea Miniatures]

yeah, the Heresy Dragon and the one posted by ToMaZ (name?) are my favorites so far, but here's my entry:

Candidate #6: Yarry [Enigma Miniatures]

Image

and now you surely know why I wanted to wait with this candidate.
why is it worth posting here? not because it is my favorite sculpt, not because it's awesomely packed with details, not because it's an amazing model.
it's my choice because this model fuelled creativity of so many artists, it was turned into so many unbelievable incarnations of Yarry, that it must be one of the most inspiring models ever made.

and anything being such fuel for creative minds is a great candidate for the title of the best miniature ever made.

I'm not quite sure if this is right but I'm nominating an entire box set.

Candidate #7: The Cadwallon Militia [Rackham]

Image
They are all very well sculpted and all have bags of character. Interestingly Rackham managed to make 6 unique miniatures that each have their own personality yet work together as a unit.
If I were to select just one of them as best it would have to be the chap with the sheep. You just know from looking at the mini how that guy would smell! :D
