I think thats exactly the plan, and to gain a bigger share they put plastic prices down to lure people. Today you buy a filler for your WFB tomorrow you buy a full army.
Personally I do like their zombies and ghouls for some generic models but the rest just not my cup of tea. I miss rackham metal zombies and I cant seem to find any undead zombies worthy of those old metals... in fact I cant even find those old zombie metals.
