Yep :) i just feel there are much more interesting parts on the model, which takes the focus away from his face.

One idea is the hair band he has, make it red or something quite outstanding compared with the other colours. This might give it some extra emphasis on his head, or even a tattoo?

Yeah it looks pretty good!
The green parts can use a couple of glazes to make the transition between blue and green a bit smoother, and the scale armour could use a couple of highlights along some edges.

To smooth it, I would personally go with a royal blue ink in the deepest part, then green wash on the whole, a green-yellow highlight and thin green wash on the whole again. But it is cool already.
