ok i c some improvmwentas in base department 
ok about snow effect - good way to actualy use it is to mix it with glosy vernish end aplay on desired places (mix should resemble a "pulp" ) - dont mix with brush - use tooth pick or somthing
hairs - just plain white - that bad
face - i c details thats good end is clean
i also c some shadings on green - almoust clean - good i would advise add more highlights
end photos are your enemy .. you need to improve photo skils
end actualy set another source of light from left side to reduce 1 side shadow effect
